Everyone is endowed with certain entitlements merely by reason of being human. Human rights are rights and freedom to which all humans are entitled .it implies that all human being are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards in a spirit of brotherhood.

The concept of human rights has existed under several names and European thoughts for many centuries, at least since the time of king Jolan of England. After the king violated a number of laws and custom by which England has been governed. His subject forced him to sign the Great Charter, which enumerates a number of what later came to be thought as human rights. It helped in the establishment of principles of due process and equality before law. It also contained provisions forbidding bribery and official misconduct.

Many countries realized that advances in technology and changes in social structures had rendered war, a threat to the continued existence of the human race. Large number of people in many countries lived under the control of tyrant s having no recourse but war to relieve often intolerable living conditions. Unless some was found to relieve the lot of these people, they could revolt and become the catalyst for another wide scale for perhaps the first time, representatives from the majority of government in the world came to the conclusion that basic human rights must be protected, not only for the safety of the individuals and countries in the world but also to the preserve the human race.

The protection of fundamental human rights was a foundation stone in the establishment of the United States over 200 years ago. Since then, a central goal of US foreign policy has been the protection of respect for human rights, as embodied in the Universal Declaration of Human Rights. The United Stated understands that the existence of Human Rights helps to secure the peace, deter aggression, promote the rule of law, combat crime and corruption, strengthen democracies and prevent humanitarians’ crisis.

Since the promotion of human rights is an important national interest, the US seeks to hold governments accountable to their obligations under universal human right norms and international human rights instruments. It promises to promote the rule of law, seek accountability and change cultures of impurity. It promotes greater respect for human rights, including freedom from torture, freedom of expression, press freedom, women’s and children’s rights, protection of minorities. It also assists efforts to reform and strengthen the institutional capacity of the office of the UN High Commissioner for Human Rights.

The UNESCO/Bilbao prize for the protection and promotion of a culture of the human rights is created in 1978 as the UNESCO prize for human right Education to mark the 30th anniversary of the adoption of the Universal Declaration of Human Rights. It serves to honor the efforts of organizations or individuals that have made an exemplary contribution to the advancement of knowledge on Human Rights and building Universal Culture of Human Rights.

Another organization to promote human rights was United Nations commission on Human Rights (UNCHR). It was a functional commission within the overall framework of the United Nations from 1946 until it was replaced by the UN Human Rights Council in 2006. UNCHR was the UN’s principal mechanism and international forum concerned with the promotion and protection of human rights.

The sub commission on the promotion and protection of Human Rights was the main subsidiary body of UNCHR. It was wound up in late August 2006. Its primary mandate is to undertake studies particularly in the light of the universal declaration of Human Rights and to make recommendations to the commission concerning the prevention of discrimination of Human Rights.

It was composed of 26 Human Rights experts, each with an alternate and each elected for a term of 4 years, with half of the posts up for the election every 2 years. Membership was selected from against the eligible candidates from UN member states.

Human Rights are also promoted through culturally sensitive approaches. Culturally sensitive approaches are a means by which UNFPA and its development partners can more effectively make basic Human Rights especially those dealing with reproductive health and women’s empowerment-a reality in the countries we serve. The modern Human Right system is based on a legally binding International Treaties that make use of principles of ethics and social justice, many of which are directly related to reproductive healthcare. By emphasizing fundamental values, a rights based approach can shape human and effective reproduction health programs and policies.

Promotion of International Human Rights strives for equality among Human Beings at global level. A very large majority believes promoting Human Rights in an important priority for US foreign policies. A very strong majority feels that with the increased economic involvement that has come with globalization, US should be more concerned with Human Rights in other countries. Majority feels that promoting Human Rights serves US interests in denying Human Rights is seen as leading to political instability. And a majority believes that using US military forces to remove a government that is abusing Human Rights is justified. A majority also supports using foreign aid as a means for promoting Human Rights.

Modern International conceptions of Human Rights can be traced to the aftermath of World War II and the foundation of UN. Article I (3) of the UN charter set out the purpose of UN to achieve international cooperation in solving international problems of an economic, social, cultural, and in promoting, and encouraging respect for Human Rights and for fundamental freedom for all without distinction as to race, sex, colors, caste, creed, etc.

Hence several organizations have been formed at a global level to promote Human Rights. These rights have also been accepted by their countries. It is us who have to take forth the 1st step in recognizing our Human Rights and making our society and every Human aware of their Rights so that no one is left exploited of his or her Right due to unawareness.
