Representatives from the Association of World Citizens were invited to take part in the International Conference of Chief Justices of the World held in India from December 7 to 10 of 2012. The representatives brought the Declaration on Taxpayer's Human Rights to share with participating chief justices and legal professionals in the conference. The campaign of endorsing the Declaration was kicked off in the conference. The Declaration was drafted by president of The Association of World Citizens (AWC), Rene Wadlow, and Dr. Hong Tao-Tze, honorary Vice-President and member of Advisory Board of AWC and president of the Federation of World Peace and Love, with an aim to better protect the rights of taxpayer's which tend to be ignored and infringed upon by the government. As of the closure of the conference in India, a total of 117 people from 53 nations including 17 chief justices and 57 judges have signed the Declaration. Governor General of Tuvalu, Mayor of Lucknow, India, Speaker of Uttar Pradesh Legislative Assembly, India, are among the political leaders who signed the Declaration.

 

The press conference hosted by the Chinese Association for Human Rights, the Association of World Citizens, NGO in Consultative Status with ECOSOC and Associated with the UN DPI, the Research Center for Taxation and Public Finance Law of National Taiwan University, the Financial and Economic Law Center of National Chung Cheng University, and the Taiwan Criminal Law Association for Financial Study is to be held at 1:30pm on Sunday, February 24, 2013 to start the global endorsement of the Declaration.

 

The signatures of the 117 signers from the chief justice conference in India will be presented. Prominent scholars, legal experts and human rights lawyers attending the press conference include Attorney Su, You Chen, Chairman of Chinese Association for Human Rights,Dr. Rene Wadlow, President of the Association of World Citizens, NGO in Consultative Status with ECOSOC and Associated with the UN DPI, and Representative to the United Nations, Geneva, Attorney Lee, Yung Ran, and Professor Huang, Chun Jie, both Presidential Advisory Committee on Human Rights, Professor Ge, Ke Chang, National Taiwan University College of Law Tax Law Research Center, Professor Chen, Ching-Hsiou, Soochow University, Professor Chen, Ching-Hsiou, Soochow University, Professor Chen, Chih Lung, director of Taiwan Criminal Law Association for Financial Study, Attorney Lin, Tian Cai, Chairman of Human Rights Commission on Taxation of Chinese Association for Human Rights, Tsai, Fu Chiang, Director of the Association of World Citizens, NGO in Consultative Status with ECOSOC and Associated with the UN DPI, , Taiwan Branch, Human Rights Committee.

 

Tax receipt is the foundation upon which a nation will develop and prosper. Illegitimate taxation practices violate fundamental human rights such as property rights and the rights to life. The maintenance of a family, the growth and development of a child and the stability of a society are at stake as well. As such the concept of taxpayer's human rights is gradually gaining popularity and recognition in international communities. Many nations will have to face the structural issues of taxation system in respect of fairness and justice. It is expected that the press conference to kick off the global endorsement will pave the foundation of implementing just and equitable tax systems, emancipating taxpayers from systematic abuses, safeguarding fundamental human rights, reducing conflicts and chaos and moving towards peace and prosperity.
